Conditions for Voting in the Provisional World Parliament and for Submission of Legislative Bills
To vote in the provisional World Parliament, one must register and affirm the Constitution for the Federation of Earth as the highest law for planet Earth and its people. See the Earth Constitution Executive Summary for understanding the significance of this participation.
Certified Member Delegates to the Provisional World Parliament may make main motions for or seconds to statutory main motions or other session proposals at the respective scheduled times for such motions or when the floor is openned by the Speaker. If you or a member of your group is not to be a Member Delegate, contact a Member Delegate before the session of Parliament to request or demand sponsorship. Submit legislative proposals or other motions in written form either to the Parliament Secretariat or to the Commission for Legislative Review as early as possible before the convening of the session of provisional World Parliament. Early submission increases the likelihood that a Member Delegate will accept to sponsor the proposal. In case of long motions, additionally submit summary of two pages or less on a separate sheet. Delegates are responsible for pre-printing submissions for Parliament members, after getting approval to do so from the Parliament Secretariat.
Persons considering to draft world legislative proposals shall draft in conformance with the Constitution for the Federation of Earth. Draft within the context of other world legislation created to date. Amendment proposals are welcome, but do not submit redundant legislative proposals (In other words, if specific legislation is already adopted by the parliament for a particular action or agency, do not submit a proposal that would create a redundant agency or action. However, amendment proposals to already adopted legislation is very welcome. Please go to World Legislation Table of Contents to see world legislative statutes and projects.) Follow the world legislative drafting guidelines for any proposals. For details not covered in the world legislative drafting guidelines, seek further information as linked below.
